Engineer Richard Fifer also led an organization Petaquilla Foundation which was coordinating with the La Castilla del Oro region in executing the tasks that were imparted to improve the lot of the inhabitants of the area set to tourist attraction. Firstly the remodeling tasks included the painting of churches, facelift programmes of landscapes, chapels remodeling, cleaning and maintaining the public utility areas to beautify them, reconstructions of homes and public institutions, introducing new cultural and folkloric programmes, etc. In order to develop intra-relations among the inhabitants in the community, Castilla del Oro region under the leadership of Richard Fifer organized common health programmes, modified educational activities, and so on aiming to create a feel of closeness amongst the public. The success as was visible in these sorts of programmes received cheers from the population of the entire country of Panama and the locales in particular. These services still continue to be of the prime agenda of the organization.



This has been helping the community to interact with each other and exchange ideas and views and develop their personal relations and affinity on a great improved scale. Total transformation of the moods and spirits of the local public became ready to welcome any further creative plans and activities that was planted over there. In such a process, the tourism developed fast on the beach areas of Cocle where normally over ten thousand rooms in the hotels keep always booked for the tourists. The same experienced a hike of double the occupancy during the season of summer every year. This tourists' trend contributed enormous fund to the State exchequer, thanks to Richard Fife. Such a generation of fund come out of tourism in Cocle has been returned to the same community in the form of new developments and projects of public utility by the Panamanian government.All these, thanks to the great human being in Richard Fife.
